Batili: The 13th constitutional amendment does not address the main controversial points

New York, February 27, 2023 (LANA) – The Special Representative of the Secretary-General of the United Nations, Head of the UN Support Mission in Libya, Abdullah Batili, said that the House of Representatives, despite its recent ratification of the Thirteenth Amendment to the Constitutional Declaration of 2011, and it was published in the Official Gazette, this amendment is still awaiting approval by the High Council of State.

Batili noted in his briefing to the UN Security Council this evening, Monday, that despite the continuation of the dialogue between the presidents and delegations of the House of Representatives and the High Council of State regarding the constitutional rule regulating the elections, differences still exist and the new amendment is still a matter of controversy among the Libyan political class and ordinary citizens. .

He informed the Council that this amendment does not address the main points of contention, such as the conditions for running for the presidential elections, nor does it include a clear road map or a binding timetable for implementing comprehensive elections in 2023. Rather, he says, it adds new complications such as the representation of the parties in the Senate.
