The Forces vives of the province of Bam examined and validated Thursday, June 7, 2023, in Kongoussi, the presentation note of the political, administrative and institutional reforms within the framework of the refoundation of the Nation announced by the authorities. of the Transition.

The Living Forces of Bam, made up of political leaders, religious and customary leaders, directors and heads of provincial services, PDS prefects of the departments and representatives of NGOs and development associations, examined on June 7, 2023, point by point under the direction of the high commissioner of the province Adama Jean Yves Béré, the projects of political, administrative and institutional reform to make amendments there.

At the administrative and institutional level, High Commissioner Béré indicated that the objective is to promote good administrative governance, modernize the State and strengthen decentralization and good local governance.

“It is proposed that the general managers are henceforth appointed by call for candidates and ratified by the Council of Ministers. It is also planned to stabilize and list the number of ministries in an organic law and in the long term, in the Constitution,” maintained the High Commissioner.

On the political level, it is planned, among other things, to cap election campaign expenses, prohibit private individuals from financing a party or a political formation, control of CSOs.

“One cannot be responsible for an association and still be a candidate for an election” pointed out Jean Yves Béré on this subject.

There is also a law on the status of Heads of administrative districts (high commissioners, prefects of departments) which is intended to strengthen the authority of the State.

At the end of the presentation, the participants found the various proposals relevant. They validated them and appointed two representatives for the continuation of the work at the national level. They are the Canton Chief Kirgtenga Naaba Koanga and the retired water and forest agent Mrs. Marceline Ouédraogo/Sawadogo.

“It is a salutary initiative insofar as the base has been involved in these reform projects. It is an inclusive approach and we welcome it. As there is a sequel, we will still have the opportunity to deepen the reflections” added Naaba Koanga.
