Annual Development Plan Foresees Economic Growth

Luanda: The secretary of State for Planning, Luís Epalanga, announced on Wednesday (25) that the Annual National Development Plan (PADN) 2026 foresees continued growth in economic activity, a reduction in inflation, and a decrease in public debt. According to Angola Press News Agency, in statements to the press, on the sidelines of the third meeting of the Cabinet Council, chaired by President Joo Lourenço, the official stated that the document points to a reduction in inflation from 15.7% in 2025 to 13.7% in 2026, as well as a decrease in the level of public debt to around 45%. Luís Epalanga mentioned that the PADN is a short-term instrument that operationalizes the National Development Plan 2023-2027, ensuring alignment between public investment projects and development support expenditures foreseen in the General State Budget. The plan integrates approximately eight thousand activities, distributed across 50 programs, with the goal of achieving more than one hundred goals defined in the National Develop ment Plan. In the economic sphere, he explained that growth will continue to be driven by the non-oil sector, due to its capacity to generate employment, income, and absorb labor. On the social front, the goals include reducing malaria cases, increasing hospital capacity, strengthening classrooms in primary education, and increasing the number of scholarships, both internal and external, in higher education. The Executive also foresees improvements in the population's access to electricity and drinking water, as well as an increase in the Human Development Index from 0.619 in 2025 to 0.622 in 2026. In the infrastructure sector, the plan aims to increase household water connections, maintain electricity production capacity at approximately 3.08 gigawatts, and expand the road network, with the construction or rehab of approximately 270 km of roads, compared to the 65 registered in 2025. According to the secretary of State, the monitoring of the PADN will be ensured by quarterly reports, field visits, and per iodic evaluations, in order to guarantee the execution of the projects and the fulfillment of the established goals.
