ANAC Advocates for Strategic Tax Incentives to Boost Angola’s Aviation Sector

Bom jesus: Participants in the second Advisory Council of the National Civil Aviation Authority (ANAC) have called for the promotion of strategic tax incentives to stimulate the growth of Angola's aviation sector, attract investment, and enhance connectivity. The recommendations were made during a one-day event held on Tuesday in Bom Jesus, Icolo e Bengo Province. According to Angola Press News Agency, the council emphasized the need for a progressive review of the taxation level applied to the aviation sector. This review aims to make the tax regime more balanced, competitive, and aligned with international best practices. Participants also suggested the development of a special tax regime tailored to the sector's specific needs and aligned with national strategic objectives. The council further recommended initiatives to increase traffic volume, particularly focusing on expanding domestic traffic. This expansion is seen as a crucial element for achieving sustainability in the sector. Additional suggestion s included simplifying fiscal regulatory instruments to remove barriers for new operators and promote a more competitive and transparent environment. The efficient operation of the new Dr. António Agostinho Neto International Airport (AIAAN) was also a focal point, with calls for integrated public policies to establish the airport as a leading regional hub. Environmental taxation was discussed, with ANAC advocating for a gradual and predictable approach to ensure competitiveness while considering national context specificities. In her closing remarks, ANAC CEO Amélia Kuvíngua highlighted the importance of transforming technical consensus into effective actions. She urged for a joint commitment between regulators and operators, stressing that the sector's future relies on collective efforts to find a sustainable balance and courageously review existing models and policies. The event, themed 'Tax Burden in the Aviation Sector: Impacts, Challenges and Sustainability,' included a videoconference speech by the Minister of Transport, Ricardo D'Abreu. It brought together experts, operators, regulatory bodies, and strategic partners to reflect on the impacts of taxation on the development of Angola's aviation sector.
