The Chief of the General Staff of the Libyan Army discusses in Algeria developments in the region and bilateral cooperation between the two countries.

Algeria, The Chief of the General Staff of the Libyan Army, Lieutenant General “Mohamed Al-Haddad”, visited the Republic of Algeria to discuss developments in the region and to stand on the extent of the development of bilateral cooperation between the two brotherly countries.

El-Haddad and his accompanying delegation were received at the headquarters of the Algerian National Army Chief of Staff, Lieutenant-General “Al-Sa’eed Shanegriha”, the Secretary-General of the Ministry of National Defense, the commanders of the forces, the commander of the national gendarmerie, the heads of departments, in the presence of the Libyan ambassador and the Libyan military attache to the Republic of Algeria.

Shangriha stressed that his meeting with the Chief of the General Staff of the Libyan Army, Lieutenant General Muhammad al-Haddad, is an opportunity to exchange views on the development of the situation in the region, and to stand on the extent of development and strengthening of bilateral cooperation efforts between the two brotherly countries.

He praised the efforts made by the two parties to preserve the historical and bilateral relations between the two brotherly countries in this sensitive circumstance that the region is going through, in general.

Shangriha said that our common history and the support of the Libyan people for the Algerian liberation revolution obliges us, as officials in both countries, to work together to resolve crises that affect the security of the region and destabilize it.

For his part, Lieutenant General “Al-Haddad” praised in his speech during the meeting the depth of fraternal relations between the two brotherly countries, which was reflected in the level of military cooperation between the armies of the two countries on more than one level.

He pointed out that the depth of fraternal relations between the two brotherly peoples makes it imperative for the officials of the two countries to work together to settle crises that affect the security of the region and destabilize it.

Land Grabbers Hampering Sabaki River Estuary Conservation Efforts

Three conservation groups and a squatter settlement committee at the Sabaki River Estuary in Magarini Sub County have accused influential tycoons of grabbing mangrove forest land and hampering conservation efforts.

They claimed that a brother to a former powerful Principal Secretary had grabbed more than 40 acres of mangrove forest land, threatening to bring to nought the investments they have put in conserving the estuary, which is a world-renowned wetland.

Speaking to journalists at the conservation area Friday, the residents also alleged that the tycoons were frustrating their efforts to acquire land at the adjacent Sabaki/Mambrui Squatter Settlement Regularization Scheme.

The land in question was reclaimed from the receding sea and landless residents have asked the government to settle them, but according to them, the tycoons have been sending surveyors to subdivide the land after bribing local jobless youths to take them around.

Joseph Mwandenge Mangi, an official of the Sabaki River Conservation and Development Organization (SARICODO), said the groups have been carrying out conservation activities in this area for more than 25 years knowing the area has no issues until last year when they saw an investor encroaching into the mangrove forest and after enquiries, they were told that the said investor-owned land inside the conservation area.

“When we prodded further, the tycoon said he had a title deed for 60 acres, 42 acres of which were inside the mangrove forest, and this has discouraged us from continuing with conservation activities since apparently, we have been doing so on private land,” he said.

Mr. Mangi said as residents grappled with the grabbing of the conservation area, they were taken aback when they started seeing ‘strange people’ carrying out survey work without the knowledge of the squatter settlement regularization committee last year

“We, the locals, have requested the government to give us this open land so we can also carry out development activities and have made significant progress but powerful individuals are blocking us from getting this right,” he said.

The chairman of the Sabaki/Mambrui Squatter Settlement Regularization Scheme, Mr. Marko Lugwe said his committee that gone to as far as the office of the Director of Lands Adjudication where they were told some powerful people had engaged lawyers to help acquire the reclaimed land.

“The tycoons are monied and when they reach here, they use divide-and-rule tactics by using the youth to help them as they carry out illegal survey works. We started this programme in 1991but to date, we have not been able to get the land,” he said.

“We are appealing to the government to give us this land and those wishing to get any land here to pass through the committee instead of using hapless youths to fraudulently steal land from us.

His sentiments were echoed by Mr. Kennedy Kalama, the scheme committee secretary who vowed that the residents would stay put and ensure that they get the land which had already been surveyed and presented to the Directorate of Land Adjudication.

“We are very alert and shall stand our ground to protect our rights from being taken away by rich private developers,” he said.

On her part, Dama Charo a member of the committee said the land in question had already been surveyed and a part development plan (PDP) prepared and wondered why other surveyors were secretly carrying out survey work.

Orodara: Dafani workers in mood again

Orodara, Workers at the Dafani Company have been observing a work stoppage since March 08, 2023 to protest against what appears to be a new demand for letters of explanation to a part personnel, after an initial crisis that was poorly resolved.

CS Owalo Launch Two Jitume Kazi Labs In Vihiga County

Cabinet Secretary Ministry of Information, Communications and the Digital Economy Eliud Owalo Friday launched two Jitume kazi labs in Vihiga County in a bid to enable youth have access to computers and internet.

Speaking at Friends College Kaimosi and at Sabatia Technical and Vocational College where he launched the two labs with 100 computers each donated by the government in collaboration with Konza Technopolis and ICT Authority, Owalo called on the youth to embrace technology.

The CS challenged the beneficiaries of the Jitume kazi programme to leverage on the opportunity and become self-employed by working online since there are no enough white-collar jobs. He said the initiative aimed at eradicating youth unemployment.

Owalo said the government has established 100,000 kilometres of fiber optic cables across the country which is making it easier for citizens to access internet adding the Jitume kazi labs will not only be used to train the youth but will also ensure the youth earn as they lear

He therefore advised the youth to use some of the money they will get to buy their own digital gadgets which they can use to access online jobs even at home.

“I urge you to take advantage of these digital labs and the ICT hubs so that you learn technical skills which will enable you to earn as you learn,” reiterated Owalo.

He said the government targeted to set up 1,450 ICT hubs across the country; in all the wards and 25,000 free WIFI hotspots which to ensure easy access to internet and digital skills training.

He said the government is planning to come up with companies that can assemble cheap smart phones and laptops that can be used by citizens especially youth and women in the rural areas to access internet.

The cabinet secretary disclosed that apart from the Jitume Kazi programme, there is the Ajira digital platform where 73,000 youth have already been trained and another lot of 120,000 youths have been enrolled for training so that they can do online jobs.

Vihiga County Women Representative Beatrice Adagala asked the youth to train women especially in rural areas on how to use computers so that they can also be digital compliant.

She regretted that in this era of technology most women in rural areas cannot access the internet since smartphones are expensive, calling on the government to look for ways of coming up with cheaper smartphones.

Health, Business Digital Shifts Excites Women To Tech World

A move by the Nandi County Government to digitize the health care and agri-business sectors has enabled many women to embrace mobile service technology.

The County Executive Committee Member in charge of Health Ruth Koech says that maternal health care has been digitized where pre-natal and post-natal care services are available through mobile services.

Koech says women who are under maternal care are now required to have mobile phones so that they can monitor their health and that of their children.

“Our mothers now across the county can access to maternal health care services records in their phones,” Koech told a women stakeholder meeting in Kapsabet town.

She said that with digital technology maternal child health mortality rate has been reduced by fifty percent which has enabled the county consider reinforcement of digital services to ensure there is no mother or child’s life lost again.

Koech revealed that breast and cervical cancer screening services have also been digitized where mothers found positive can be advised on correct treatment plans.

“Cancer screening and its care have also been digitized in our level four hospitals and I call upon mothers to visit us for breast and cervical cancer screening services,” she added.

The health executive said that the County Government of Nandi had entered into agreement with a digital platform known as Health X which will give health care not only in the facilities but also in the comfort of people’s homes, workplace and whichever environment one is in.

She said that the Health X platform will be used by the people to manage chronic illness, wellness and consultancy.

Koech however noted that high teenage pregnancy, high HIV infection rate among the youth and Gender Based Violence remains key challenges in health matters.

“We are in an era where we need to use technology to ensure access not only to health care but also to our medical records,” she added.

Meanwhile the launching of Public Wi-Fi at Kapsabet market by the ICT Cabinet Secretary Eliud Owalo and supported by Nandi County Government has excited women in business who now procure and sell their products in digital platforms.

Women in business who spoke during a women stakeholders’ forum in Kapsabet town testified the way business has completely changed with all their farm products being out-sourced through digital networks.

“I tell you; this is a revolution especially for us women in business. We purely do our business engagements online and wait for delivery of goods without strain,” Nelly Chemutai, a business woman in Kapsabet town said.

According to ICT Cabinet Secretary Owalo while launching the public Wi-Fi last month, the public internet will help in the economic transformation and effective business operations within router installed areas.
