The Youth Citizens Action Program(Y-CAP) was endorsed by the Department of Basic Education as a programme to be implemented in all nine (9) provinces. The programme offers grade 10 learners an opportunity to identify challenges which create barriers to teaching and learning within their schools and implement a program of action to address them.
Each district identified 10 schools for participating in the programme. Grade 10 learners were provided with a tool kit to guide them throughout the implementation stage. Teacher Liaison Officers or Life Orientation educators supervised them. District eliminations were held during the month of August 2013 in preparation for a provincial competition.

The programme is sponsored by Afrika Tikkun which provides the following monetary rewards to schools that obtained position 1, 2 and 3 at the Provincial Competition: Position 1) R5 000, Position 2) R2 000 and Position 3) R1 000.
