Rundu Town Council donates 64 houses to pensioners

RUNDU: The Rundu Town Council has donated 64 houses from both the Nkarapamwe and Safari suburb to its rightful occupants who are pensioners.

The Rundu Town Council took a resolution on 03 April this year, to donate council properties occupied by pensioners at Nkarapamwe and Safari suburb for residential purposes but with conditions.

There are currently 33 houses from Nkarapamwe and 31 houses from Safari suburb that are occupied by pensioners.

Rundu Town Council Chief Executive Officer Romanus Haironga told Nampa on Thursday that the first condition is that the transfer fee of such properties into the name of the pensioners will be borne by the Rundu Town Council.

The Rundu CEO said such properties shall not be transferred to the third party for a period of ten years except in cases of death and he explained that this was done in order to prevent those with money from luring the pensioners to sell their houses.

The third condition is that any outstanding amount in respect of municipal services shall be written off while in the transfer of such properties from the council to the donors.

Haironga on the teachers, government officials and other working group who are occupying those houses to purchase and he said according to the council resolution taken in February 2010, the occupants can buy the houses at zero interest rate payable over a period of 36 months.

According to that council resolution, the working groups occupying such houses will only buy the land and improvement value.

Early last month, residents of Rundu’s Safari and Nkarapamwe residential areas occupying government houses took to the street demanding that the Rundu Town Council hand over these houses to them under the State’s alienation scheme.

The residents gave the town council an ultimatum of 30 days to complete the handing over of the government houses or face ’unspecified action’.

They handed over a petition to this effect to Kavango Regional Governor Maurus Nekaro.

Some of the occupants have occupied these properties since 1968, but are allegedly not in possession of ownership certificates yet. The residents accused the Rundu Town Council accused the council of ending the alienation scheme.
