Deputy Minister Cassel Mathale on re-launching of SEDA’s Centre for Entrepreneurship and Rapid Incubator

DM Mathale re-launches SEDA’s Centre for Entrepreneurship and Rapid Incubator in Evander, Mpumalanga

The Deputy Minister of Small Business Development (DSBD), Mr Cassel Mathale officially re-launched the SEDA’s expanded Gert Sibande TVET College Centre for Entrepreneurship and Rapid Incubator (CfERI) in Evander, Mpumalanga.

This centre will service TVET college graduates, entrepreneurs in Evander, surrounding townships and the greater Gert Sibande District Municipality, focusing specifically on youth.

The CfERI was necessitated by the lack of opportunities for the youth, in particular graduates from Gert Sibande TVET College and lack of enterprise development facilities in the area.

Speaking during the re-launch, DM Mathale said that the department of small business development through its agency, SEDA, is driving this initiative with a sole aim to stimulate and nurture innovation amongst these graduates, whose ideas can be turned into sustainable enterprises and cooperatives. Hopefully, this would turn these graduates into job creators in the economy of the district.

The Centres for Entrepreneurship and Rapid Incubator (CfERI) bring institutions of higher learning and enterprise development agencies closer to young entrepreneurs and communities with limited access to small enterprise development services, making these much-needed services more accessible to these target groups.

Mr Sofrimento Zulu, Chairperson of Afri-Future which is a Cooperative of Gert Sibande TVET College students, said that they are thrilled to have been part of the CfERI and they hope that government will avail support beyond their exit from the incubation programme as they embark on their journey to be independent entrepreneurs.

Gert Sibande TVET College has developed relationships with local municipalities’ Local Economic Development (LED) Units, Small Medium and Micro Enterprises, SOE’s and SETAs in the critical area of skills development and entrepreneurship development. Together with these partners the CfERI will tap into key local economic activities in most sectors including but not limited to Engineering, Mining, Agriculture and Hospitality Service Industries.

The CfE/Rapid Incubator programme is designed to develop viable innovative ideas into small enterprises over a period of 18 months. The programme is split into two parts: the first being six months of theoretical education, and the second part being 12-months business accelerator in which start-up enterprises will be developed following a structured business development service continuum.

Gert Sibande CFERI is the latest of 12 CFERIs to be officially launched in South Africa. Other CFERIs that have been officially launched: Eastern Cape: ICFE (Chris Hani Cooperative Development Agency, Queenstown); Eastern Cape: (Lovedale TVET College, Alice); KwaZulu Natal (Esayidi TVET College, Port Shepstone); Gauteng (Ekurhuleni West TVET College); Northern Cape (Northern Cape Rural TVET College, De Aar); Northern Cape (Vaal University of Technology, Upington); Limpopo (Vhembe TVET College, Venda); Western Cape (False Bay TVET College, Cape Town); Free State (Motheo TVET, Bloemfontein); Free State (Goldfields TVET, Welkom) and North West (Orbit TVET College, Mogwase).

Before we move to the subject of the day, I want to share information on the setback experienced yesterday with regard to power interruption at the building hosting our identification system. The service interruption was caused by the uninterrupted power supply (UPS) which failed. This affected our back office systems, which meant our offices were not able to assist clients with most services. Disaster recovery efforts are underway, and we expect our systems to be fully online by the end of business today. We apologize to all affected clients for the disruption.

The Department of Home Affairs has reached another milestone in rolling-out its flagship programme of Modernisation, which began in 2010. We are now moving to a paperless process for birth, marriage and death registration in a phased-in approach, as well as the printing of parents’ details in the children’s passports. This is another way of ‘meeting the future’, by rising to opportunities created by technological advancements for maximising client satisfaction.

Today’s media briefing was convened to announce this latest development � the automation of the Births, Marriages and Deaths (BMD) system. To do this, requires a major system upgrade, commencing on Friday afternoon, 13 July 2018.

System upgrade: Phase 1

Birth registration for children 0 to one year will be automated, meaning that clients will no longer complete paper forms for birth registration. This will be more convenient for our clients, and will reduce opportunities for corruption and fraud.

Marriages and deaths: This entails reprints of marriages and death certificates for clients that are already registered in the national population register (without filling paper forms).

Printing of parents’ details in passports: Once we have completed the upgrade and fully implemented in the identified offices, the details of parents will be printed in the children’s passports. In this way, the department will have delivered also on the earlier Cabinet concession of easing travel with children.

However if a child is not travelling with parents (one or both), written consent is still required. Those with valid passports do not have to reapply for new passports for children.

Phase 2:

Birth registration for children one year and above will be automated in the new financial year.

Marriages and deaths: This entails new registration of marriages and deaths without filling paper forms.

This system upgrade is a part of ongoing enhancements of the live-capture system, to improve service quality, by modernising processes. It entails minimal interruptions in the provision of ID and passport services between 13 July (from 14h00) and 20 July (till 16h00), with provinces affected at different times and degrees.

The end-product will be the automation of the way Home Affairs offices capture birth registration and issue certificates for births, marriages and deaths. Documents will now be saved electronically and be easily retrieved upon request, as opposed to the old paper-based legacy system.

Importantly, as indicated, only 184 modernised offices will be affected, again with the exception of large offices. Clients needing ID and passport-related services may visit large offices in their provinces as these will be fully operational. Large offices would have been attended to on Sunday 15 July 2018, with no impact on services. Work in the Gauteng Province will also be carried out over the weekend of 14-15 July 2018, which means no office in Gauteng will experience disruption.

This arrangement is meant to minimise service delivery disruptions as we upgrade systems. Public Notices were dispatched to all DHA offices, to prepare our clients for the upgrade.

Conclusion

Nigeria’s Buhari Says He Will Soon Sign Up to African Free Trade Pact

Nigeria’s President Muhammadu Buhari said on Wednesday the country will soon sign up to a $3 trillion African free trade zone.

Nigeria is one of Africa’s two largest economies, the other being South Africa. Buhari’s government had refused to join a continental free-trade zone established in March, on the grounds that it wishes to defend its own businesses and industry.

The administration later said it wanted more time to consult business leaders.

“In trying to guarantee employment, goods and services in our country, we have to be careful with agreements that will compete, maybe successfully, against our upcoming industries,” Buhari told a news conference during a visit by South African President Cyril Ramaphosa.

“I am a slow reader, maybe because I was an ex-soldier. I didn’t read it fast enough before my officials saw that it was all right for signature. I kept it on my table. I will soon sign it.”

The continental free-trade zone, which encompasses 1.2 billion people, was initially joined by 44 countries in March. South Africa signed up earlier this month.

Economists point to the continent’s low level of intra-regional trade as one of the reasons for Africa’s enduring poverty and lack of a strong manufacturing base.
