The Congress of South African Trade Unions in the North West held a Provincial Shopsteward Council [PSSC], attended by more than 900 delegates on the 17th April 2015 and received reports on the campaigns, messages of support from the Alliance SANCO, SACP and COSATU National Office Bearers.
1. Messages of support from the alliance
The Provincial Secretary of SANCO addressed the PSSC and he mentioned the following:
bull The continued absence of the ANC. But the ANC is amongst the workers.
bull The anniversary of the death of Samora Machel and the 1946 mine workers strike.
bull The need to take stock on the vision 2015 and its priorities. Reduction of unemployment. The reduction of poverty in the province. The provision of skills as required by the economy. The protection of the constitution and make sure that all are protected.
bull The coming local government elections. The continued spate of corruption. The need to empower the oversight processes. The roll out of service to the masses and the poor.
bull The need to look at the Leadership of the ANC and the continued compliance to the sunset clauses.
bull The political situation in the province as in the context of the country.
bull The quality of the leadership of the ANC PEC.
bull The national politics are the once who are influencing the local politics.
bull That worker must strive to become members of the ANC, SACP and SANCO.
bull That we must start to gly participate on the ANC debates and deploy our members equally in the ANC structures.
bull The division in COSATU must not turn its leaders into political hobos.
The first Deputy Secretary of the SACP delivered the message of support and in his input he mentioned the following:
bull The leadership of the ANC is not in the meeting and therefore cannot be acknowledged and rather acknowledge the membership of the ANC.
bull Bring revolutionary greeting form the SACP
bull The workers are at the coal face of the working class struggle
bull COSATU is the most organised formation of the working class in the NW.
bull The SACP will always honour invitations from the federation.
bull The PSSC precede the May Day celebration and succeed the reburial of J B Marks and Moses Kotane and thanked the role played by the workers
bull The challenges facing the working class in the country and the need to condemn the attack to the foreign nationals. The continue silence of business on the matter of the attack to the foreign nationals. Whether big business does not have a role in the current violence in the township.
bull The meeting takes place in the Chris Hani month in the calendar of the SACP.
bull He then went on to give a background on the life and time of Chris Hani.
bull The challenge of the scholar transport for the rural schools in the province.
bull The need to organise the workers into an economic struggle.
bull The ANC to lead the political struggle.
bull The SACP to fight the ideological battle and it will do that at all time.
bull The kind of cadre who is required in the current state of the struggle.
bull The role of the federation in the coming local government elections and that the ANC must win and not a faction.
bull The role of business in the conferencecongresses of the alliance.
bull The need to build unity in the alliance and that of COSATU.
2. Presentation of program
The Provincial Secretary presented the program and in the presentation he highlighted the following:
2.1. May Day
The provincial secretary detailed the program for May Day mobilisation which include the challenges in the municipalities and the mobilisation for a provincial action to the office of the premier if the state of the municipality does not improve.
The campaign on bring back the remains of the late Mosses Kotana and JB Marks was welcomed and the ANC government was congratulated by the council and that we must continue to make sure that grave side is protected with current state of our politics which include the unit revolutionaries that is continue to remove the statues which belongs to revolutionary campaign of doing away with the apartheid regime.
The Swartruggens toll gate is about to be reduced very soon. We must fight for the issue of electricity. We must also not allow our children to leave school at early stage to go and work and the farm.
The attack to NUM is not an attack to NUM alone but an attack to COSATU as well including to the alliance.
The detailed campaigns of the province were presented which are:
? Fight against the expensive toll gate.
? Fight against union bashing.
? The rights of workers to join the union of their choice.
? Fight against the unfair mass dismissal of workers.
? Fight to improve working conditions of workers.
? Fight for companies to comply in particular on OHS and sectoral determinations.
? Fight against racial discriminations.
? Fight against racism and killing of workers.
? Fight against evictions in particular in the farms
? Campaigns for water and electricity.
? Campaign against violence in particular in the mining sector in the platinum belt.
? Campaign against gender base violence.
? Protection of women in the mining sector.
? Sixteen days of activism.
? Mandela day.
? Fight against unfairly retrenchment
? Fight against Aurora directors and exploitations.
? The listening campaign to talk to our members including none members to get their problems and develop program to deal with their issues, close the social distance between workers and their elected leadership.
? We had a solidarity campaign in particular for those affiliates and its members are facing critical attacks from fly by night unions working with employers including those who were dismissed for joining COSATU unions.

2.3. Alliance Program
We are committed to the program of Alliance as COSATU.
There is an alliance economic summit convened on the 22 – 23 May 2015 and it will focus on the state of the economy in the province and the compliance of the mines to the charter.
We have noted that only Bafokeng Radiomen is complying by building houses to the workers and all mining houses must do the same and that can only be archived in the ANC government lead the economy of this province
We are aware about the nepotism in various departments including the department of health. We cannot wait for the elections to address these issues.
The challenges faced by workers in the municipalities including corruption that is disrupting service delivery to the poor communities, the issues of service delivery protest must not disrupt learners from going to school including the damaging properties and the worse today is the attacks to the foreign national.
We condemn that the PGC of the ANC which was held on the same with the SACP congress and that must never happen again, COSATU will be celebrating its 30 years anniversary this year.
3. Presentation from the NOB
The first Deputy President addressed the PSSC and in his input he mentioned the following:
? That he managed to study through the union program.
? NUM has always managed to unite workers and develop leaders who have led the country.
? The internal challenges in the federation and the need for the workers to unite and solidify the federation. Make sure that COSATU does not die in our hands.
? The federation is against xenophobic attack that is taking place in the country as it set workers against workers. The root course lies in the apartheid regime economic strategy which has created under development in the continent. The structural problems are not coursed by foreign national but by the capitalist system. Condemned the employers for continued exploitation of foreign nationals, the enemy are the employers.
? The council is convened as a mobilization towards the May Day.
? The mile stones which will be celebrated in this year i.e. 30 years of COSATU and 60 of the freedom charter.
? The red colour symbolises those who has sweat to create the wealth of the country.
? The need to exercise maximum unity during the challenging period. The need to explain the decisions of the SCEC to the workers in the country. The need for the leaders to leave the federation intact. The powers of the organisation are in structures and not individuals.
? The need to accept the decisions of the structure and to explain it to those who we lead.
? He then explained the decision of the SCEC of the 30-31st March on the expulsion of the General Secretary.
? The expulsion of NUMSA November 2014.
? The General Secretary failed to attend the meeting
? Did not attend the properly constituted the CEC which was convened by him, instead addresses the media to counter the CEC decision.
? The GS was called to come and explained reasons why he had decided not to attend the meetings and he failed to do so.
? He convened a media conference were he said ldquofrom this point I will no longer participate in the faction, special CEC, if the meeting decided to fire me than let it berdquo.
? CEC applied clause 10.4 of the constitution which regulate the removal of any official who has committed any offence.
? On the bases of the above the CEC decided that the GS must be expelled from COSATU.
? Special provincial meeting will be held to announce this decision.
? Affiliates should continue to escalate quality services to the members on the ground.
? COSATU is refusing to engage on the street fight, but will soon engage in explaining the matter to the members.
? First this is to unite workers including COSATU.
? Unite the affiliates of COSATU.
? War to our class enemy and unity to our members.
? We call to our people to refrain attacking foreigners as they also people like us. This is our brother and sister. Let us rather take war to our enemy.

We had anticipated problems last year when the minister announced that the government will not able to go beyond 5% unilaterally. We are at the point that we can no longer be taken for granted. We have agreed to embark on a program of mass action throughout the regions. He urged the comrades for the solidarity during this period.
The following were raised under the discussions:
Reaffirm that they are going to bring the people in numbers to May Day. There will be participation on the various campaigns.
The alliance secretariat was applauded for the work they have done in making sure that there is an alliance program but the alliance program must be respected in particular by the ANC. Welcome the input made by the NOB and is also our responsibility to unite and defend the policy of the COSATU including uniting the workers in the country.
The leaders of the ANC are nowhere to be found during the time of difficulties. The alliance must start to be vocal when dealing with these issues in particular the critical challenges facing workers in the mining, farm workers and the security who are exploited by our own government. People who are being deployed by us to the government are the ones who today are against the workers, most of them they account to themselves
The issue of NDP is not addressed by our leaders when they are addressing us, the issues of the labour brokers must be dealt in the coming economic summit of the alliance.
Condemned the issue of xenophobia in the country particularly at Kanana where people are being attacked by these thugs. They will also support the various campaigns of the federation. COSATU must start to defend vulnerable workers because these days they are having their own issues it is difficult for COSATU do that.
We believe that we cannot expel the ANC but something must be done so that the ANC must respond to our meetings. We must applaud ourselves on the issue of reducing to the tollgate including the support we got from the alliance
When is the party going to lead? The issue of socialism raised by the president must be addressed. The issue of wage negotiations we will mobilise all comrades to take part in the public sector program of action.
bull Condemn the continued absence of the ANC in the activities of the federation in the province and this has to be raised in the alliance secretariat. Also condemned the convening of the ANC PGC on the same date with the SACP provincial congress, so that it does not happen again in our live time.
bull To continue to support the program of the province in the entire alliance program.
bull That the ANC belongs to us and we must be critical about it
bull To support the program of the May Day and to mobilise the workers to attend the May Day celebrations in Taung.
bull Accept the decisions of the Central Committee but continue to engage in the affiliates structures with a clear mandate
bull To continue to make sure that the Federation in the province is united and to work towards workers unity and service members
bull Continue to engage the ANC in the province with regard to the political program.
bull Mobilise all the workers to support the public sector action with regard to the wage negotiations dispute.
bull Condemn the continued attack on the foreign nationals.
bull Welcome the work done with regard to the campaign on the toll gate.
bull COSATU must defend vulnerable workers in all the sectors.
bull The joint alliance to go back to mine to reclaim our integrity as the alliance and the workers in particular.
bull The PSSC resolved that the May Day must be used to build a g campaign for g COSATU and g alliance and it must protect the working class.
COSATU and the alliance must be united with the communities to protect the poor working class and the rest of the society including fighting against the killing of our foreign nation by criminals.
