I will write to the Chairperson of the Portfolio Committee on Social Development, Ms Capa, to request that the Minister of Social Development, Ms Bathabile Dlamini, answer for the overlapping programmes of the Department, the National Development Agency (NDA) and the South African Social Security Agency.
In presentations to the Portfolio Committee by the Department, the NDA and SASSA it was glaringly obvious that their medium term projects, including the budgets for Early Childhood Development, for Food Distribution and for Non-Profit Organisations training and development, overlap.
For example, the Department is allocated R94 million for community development but then also gives the NDA R184 million for the same purpose.
These entities are all performing many of the same functions, essentially wasting time, money and resources to carry out the same functions.
The Chairperson of the Portfolio stated that it had been noticed and that the matter had been taken up with the Minister.
The Portfolio Committee is tasked with overseeing the work of the department, to enquire and make recommendations about any functioning, funding and expenditures of the department.
The Minster has only attended two out of the last seven Portfolio Committee meetings this year which means that Members of the Committee have not been able to raise their concerns and questions with the Minister.
This ultimately means that the Minister has no regard for the Portfolio Committee or their oversight function.
Had the Minister been available and sufficiently involved in the Department she is responsible for, this mismanagement and lack of communication between the Department and its entities could have been avoided.
The Minister needs to answer for these overlaps and present a plan to ensure that this issue will be resolved urgently.
